Financial Aid Processing Delays FAQs (FAFSA & CADAA)
Processing of FAFSA and CA Dream Act (CADAA) applications is currently delayed due to the implementation of the One Big Beautiful Bill Act and changes to financial aid. The FAQs below provide important updates and next steps.
Where can I apply for Financial Aid?
Students may apply for Financial Aid by completing either a FAFSA application (studentaid.gov) or CA Dream Act Application (dream.csac.ca.gov/).
Why is there a delay in processing the FAFSA and CA Dream Act Applications?
Recent federal legislation, the One Big Beautiful Bill Act (OBBBA), includes multiple updates to the Higher Education Act of 1965, which governs federal financial aid programs. Some of these changes took effect immediately, while others will be implemented starting July 1, 2026, and in the years that follow.
Because of these updates, financial aid systems must be modified to reflect the new rules and requirements. These technical changes are causing temporary delays in processing FAFSA and CA Dream Act applications.
Will this also impact CCPG and Free College Benefits?
Yes, students also have the option of applying for the CCPG directly through the CCPG Application. The CCPG application is available in WebSMART or you may complete a paper application at your Financial Aid Office.
Is there another way for me to apply for CCPG that is not through the FAFSA or CA Dream Act?

When can I expect my financial aid to be processed?
Your college’s Financial Aid office plans to continue processing FAFSA and CA Dream Act Applications in about 2 to 4 weeks.
Is there anything I need to do?
If you are expecting financial aid, you should refrain from paying Summer 2026 and Fall 2026 outstanding balances until you receive a bill. In the meantime, review your FAFSA and/or CA Dream Act Submission Summary in case you need to make corrections or changes to your application. Official Drop for Non-Payment messages will begin to be sent out around that time, giving you notice of any outstanding balances.
Will I be notified when my financial aid has been posted?
Yes, once your financial aid is processed you will receive an email notification to your my.smccd student email in addition to an updated schedule bill.
What if I pay my Summer 2026 and/or Fall 2026 balance before my financial aid is processed? Will I get a refund later?
If you pay your fees before your financial aid is awarded, you will be refunded. Refunds are planned to begin processing after the delay.
Will the FAFSA processing delay affect my scholarship and/or need-based financial aid eligibility?
The FAFSA and CA Dream Act processing delays is impacting the timeline of other need-based aid benefits within the San Mateo County Community College District. Scholarship awards should not be affected.
