This document includes requirements that clarify or supersede portions of the Request for Proposal. This Addendum is a Contract Document.
General
The following changes, additions and deletions shall be made to the following document(s); all other
conditions shall remain the same.
I. SECTION 00400 BID FORM
1. Paragraphs are numbered incorrectly and two paragraphs are both numbered #2. The attached Section 00400 has been updated to reflect correct numbering.
2. Paragraph 3
The year of the baseline Consumer price Index was erroneously listed as July 1998. This error has been corrected and paragraph 3 is now changed to read:
“All prices shall be fixed for the first year, and may be renewed annually thereafter for up to a total contract term of five (5) years upon mutual written agreement of the parties. Each annual renewal shall be based on the ratio of the then current Department of Labor, Bay Area All Items Consumer Price Index to the one published in April 2005. This is not an exclusive contract.”
3. Bid Form
4. New Bid Items :
Bid Item 9 (Mobilization fee for projects with values less than $500)
During the pre-bid meeting the District received a request from the bidders to allow a trip charge for projects with values less than $500. The District reviewed this request and decided to add this work to Section 01100 (Summary of Work) and Section 00400 (Bid Form). Bid Item #9 has been added to capture this fee.
Bid Item 10 (Non masonry installation of window treatments with guide wires for windows with ratios of height to width of 4:1 or greater.)
During the pre-bid meeting the bidders expressed a concern that the roller shade specification does not address the use of ‘guide wires.’ Guide wires are needed for windows with ratios of height to width of 4:1 or greater. The District reviewed this concern and has added this work to Section 01100 (Summary of Work) and Section 00400 (Bid Form) as Bid Items 10 and 11.
Bid Item 11 (Masonry installation of window treatments with guide wires for windows with ratios of height to width of 4:1 or greater.)
During the pre-bid meeting the bidders expressed a concern that the roller shade specification does not address the use of ‘guide wires’ for tall narrow windows. Guide wires are needed for windows with height to width ratios of 4:1 or greater. This District reviewed this concern and has added this work to Section 01100 (Summary of Work) and Section 00400 (Bid Form)as Bid Items 10 and 11.
Bid Item 12 (Owner initiated remobilization fee.)
During the pre-bid meeting the bidders expressed a concern that installing window treatments on concrete surfaces is very noisy. They stated their unit price bids will not compensate them for owner initiated delays in the case that they are requested to halt work due to the complaints of building occupants. The District reviewed this request and stipulates that only the District’s designated project manager or representative has the authority to stop or delay work. Furthermore, the District has determined this to be a reasonable request and has added a re-mobilization fee to Section 01100 (Summary of Work) and Section 00400 (Bid Form). Bid Item #12 has been added to capture this fee.
5. Paragraph 7
Due to the addition of four more Bid Items the determination of low apparent bidder has been updated. Paragraph 7 is changed to the following:
“The low bidder will be determined by the sum of bid items #1 - 12 (Total Bid Amount).”
6. An updated Section 00400 (Bid Form) are attached.
II. SECTION 00200 (INSTRUCTIONS TO BIDDERS)
1. Paragraph 18
Due to the addition of four more Bid Items the determination of low apparent bidder has been updated. Paragraph 18 is changed to the following:
“DETERMINATION OF APPARENT LOW BIDDER. Apparent Low Bid will be based solely on the Grand Total Sum of Bid Items 1 – 12 based on assumptions contained in Section 00400 (Bid Form). A1l Bidders are required to submit Bids on all Bid items.”
III. SECTION 00520 (AGREEMENT)
1. Paragraph 7.1 (Term of Agreement, Renewal of Agreement)
The year of the baseline Consumer price Index was erroneously listed as April 200. This error has been corrected and paragraph 7.1 is now changed to read:
“…After the first year, unit prices may be increased based upon the ratio of the then current Department of Labor, Bay Area All Items Consumer Price Index published in April 2005 or the previous Consumer Price Index if a Consumer Price Index is not published in April.”
2. An updated copy of Section 00520 (Agreement) is attached.
IV. SECTION 01100 (summary of work)
1. Part 1, Paragraph 1.2.B.1. Items 1.a – 1.d
The spring tension soliel chain retainer is listed as a requirement in the specification Section 12494 (Roller Shades). For thoroughness the spring tension soliel chain retainer is now added to items 1.a – 1.d (Bid Items 1 -4) of paragraph 1.2.B.1.
2. Part 1, Paragraph 1.2.B.1. Items 1.i – 1.l
Per paragraph I.4. of Section 910 (Addendum #2) Bid Items 9-12 have been added to Section 01100 (Summary of Work) and the following is added to paragraph 1.2.B.1.:
“i. Bid Item #9: Mobilization fee for projects with values less than $500. Only for projects under $500 in value will a trip charge be allowed.
j. Bid Item #10: Non masonry installation of window treatments with guide wires for windows with ratios of height to width of 4:1 or greater. Attributes of the window treatment includes: single roller, shade cloth as defined in paragraph 2.2.A.1 in Section 12494 (Roller Shades), manual operated chain drive, drive chain #10, M5 drive bracket, SnapLoc Fascia, spring tension soliel chain retainer, guide wires, and finished with shade band.
k. Bid Item #11: Masonry installation of window treatments with guide wires for windows with ratios of height to width of 4:1 or greater. Attributes of the window treatment includes: single roller, shade cloth as defined in paragraph 2.2.A.1 in Section 12494 (Roller Shades), manual operated chain drive, drive chain #10, M5 drive bracket, SnapLoc Fascia, spring tension soliel chain retainer, guide wires, and finished with shade band.
l. Bid Item #12: Owner initiated remobilization fee. If during the installation of window treatments the project manager or designated District representative requests the contractor to stop the installation then the contractor may charge this remobilization fee if the work is halted for more than one hour.”
3. Part 1, Paragraph 1.2.B. Items 1.c (Bid Item #3) & 1.d (Bid Item #4)
During the pre-bid meeting the bidders expressed a concern that the recessed installation of a window treatment requires a level backing for attachment. The bidders stated that they do not install or level backings. The District has reviewed this concern and has added the stipulation that for Bid Items #3 and #4 ‘others’ shall install and level the backing. Items 1.c (Bid Item #3) and 1.d (Bid Item #4) are changed to the following:
“1.c. Bid item #3: Standard installation of Mechoshade window treatment with a Roller Shade Pocket for recessed mounting in Acoustical tile, or Drywall Ceilings on a non-masonry surface. Attributes of the window treatment includes: single roller, shade cloth as defined in paragraph 2.2.A.1 in Section 12494 (Roller Shades), manual operated chain drive, drive chain #10, M5 drive bracket, SnapLoc Fascia, spring tension soliel chain retainer and finished with shade band. Backing shall be installed and leveled by others. (Standard installation is the horizontal installation of a window treatment on a recessed wood or sheetmetal surface.)

4. Part 1, Paragraph 1.2.B.1.
The addition of Bid Items 9 – 12 has increased the detail listed Paragraph 1.2.B.1. Consequently paragraph 1.2.B.1. has been changed as follows:
“Provide and install window treatments. Items 1.a. through 1.l. below include all routine prep work necessary to make the surface condition suitable to receive a window treatment…”
5. Part 1, Paragraph 1.2.B.h.
Upon review of this bid item it has been determined that a mock up of the fixed panel treatment will be required. paragraph 7.1 is now changed to read:
“h. Bid item #8: Manufacture and installation of fixed panel for apex windows at the College of San Mateo. As specified in paragraph 2.5.C. of Section 12494 (Roller Shades). Installation may be on masonry or non-masonry surfaces. A mock-up for District approval shall be required to ensure that the treatment that is built meets the intent of specification.”
6. Part 1, Paragraph 1.2.A
For clarity the following minor changes have been made to this paragraph:
“The work of this contract is comprised of individual window treatment projects. Scopes will range from single rooms to entire buildings or multiple buildings…For each project, the awarded contractor will measure the requested scope, and provide a proposal based upon their unit prices. “
7. An updated Section 01100 (Summary of Work) is attached.
V. SECTION 12494 (ROLLER SHADES)
1. Part 1. Paragraph 1.2.A.2.(Summary)
This paragraph incorrectly lists ‘Shade Type 5”. The correct number is Type 2. This paragraph is changed as follows:
“Shade Type 2: Fabric-wrapped, wood framed panels in all exterior angular windows.”
2. Part 1, Paragraph 1.2.B.3 (Summary)
Motor controls are not part of this specification. Consequently, Paragraph 1.2.B.3 has been removed from the specification.
3. Part 1, Paragraph 2.2 (Shade Cloth)
The manufacturer has provided an update stating that there is no diamond pattern in the District’s custom color cloth. Consequently fabric types 3200 and 3300 are removed from the specification Section 12494 (Roller Shades). In addition the work ‘custom’ has been added to the description due to the fact that this is a custom colored shade cloth that is being woven by the manufacturer specifically for the District. Paragraph 2.2 is changed to read:
“Dense “3000 Satin Texture” visually translucent, twill-weave pattern all at 2% open. Custom Color S-10927, black/brown twill weave.”
4. Part 1, Paragraph 2.6.1.a (Accessories)
After further discussion with the manufacturer it has been determined that a “vented pocket” is not necessary for the installations at the District. Consequently, Paragraph 2.6.1.a. is removed from the specification Section 12494 (Roller Shades).
5. Part 1, Paragraph 1.2.B. (Related Sections)
This paragraph is removed from the specification Section 12494 (Roller Shades)
6. An updated copy of Section 12494 (Roller Shades) is attached.
VI. Figure 1, figure 2 and figure 3
1. Additional detail for the fixed panels as described in Part 1, Paragraph 2.5.C of Secion 12494 paragraph has been developed. With this addendum Figures 1, 2 and 3 are attached and added to the bid package.
