2010 Contractor Prequalification & Requalification

Welcome to the Contractor Prequalification page at the San Mateo County Community College District’s Facilities website.  The San Mateo County Community College District uses a pre-qualification process to ensure the contractors bidding and performing work on Capital Improvement Program projects are able to produce the highest quality facilities. All contractors who enter into prime contracts with the District must be pre-qualified to bid. The District will not accept bids from contractors that are not pre-qualified. Subcontractors that are bidding to general contractors do not have to be prequalified.

Pursuant to §10160 et seq of the Public Contract Code, the San Mateo County Community College District may annually prequalify contractors to work on public works projects. San Mateo County Community College District requires its contractors to meet criteria such as:

  • Construction Experience
  • Contractor's License
  • Work History
  • Litigation and Arbitration History
  • Disqualification from Previous Projects
  • Compliance with Statutory Requirements and Safety
  • Prevailing Wage Requirements
  • Project Personnel
  • Insurance Requirements
  • Bonding Information
  • Financial Information

The District designed this website and the online prequalification application to make the recurring prequalification process easier for contractors to complete.  In addition to making this application online and simpler, the District has a database which holds the application information.  Contractors who prequalified in 2009 will need to update any information that has changed over the course of the year, rather than complete an entirely new application.  Contractors, who are seeking to prequalify, must complete the entire application.

Frequently Asked Questions:
Q: Which contractors must be prequalified?
A: All contractors must be prequalified in order to bid for prime contracts. Subcontractors that are bidding to general contractors do not have to be prequalified.

Q: How long is the prequalification good for?
A: Prequalification is good through the calendar year. We are currently prequalifying for 2010: January 1, 2010 – December 31, 2010.

Q: How do I renew my prequalification?
A: If your firm is currently prequalified and you want to renew your prequalification, please click this link.Use the userid and password provided to you last year. If you do not remember your userid and password, please send an email to plan@smccd.edu and request that we send it to you. You must update any information you provided last year, upload any updated required files, and re-submit your request. All of the information and files from last year are still loaded in the system.

Q: How do I access the online application?
A: If your firm was not prequalified last year, please email us at plan@smccd.edu to request a userid and password. You will be provided with a userid and password and this link. You will fill out a short questionnaire which will determine whether your firm should fill out the full application. Contractors will complete the application at their convenience and submit that application digitally to the District for scoring and recommendation on or before November 2, 2009.
