College of San Mateo Buildings 12/15/17/34 Modernization Project
CSM Project
Project Description:
  • Building 12 Office Swing Space This 22,376 GSF classroom building will be used as office swing space while Buildings 15 and 17 are modernized.  Generally, the existing walls will remain; office suites will be constructed with open office (cubicle) type furnishings and equipment, and meeting rooms will be provided to facilitate group and private conference opportunities.  The DBE will upgrade and distribute power and data to support this swing space initiative, including construction of a new MDF room, and may construct temporary walls.
  • Building 15 Modernization This 17,114 GSF office building will be modernized for faculty offices, office suites, student activities and student government offices and an exterior courtyard off the main quad, and the center courtyard will be improved.  The restrooms will be completely renovated.  The modernization will also include mechanical, electrical, telecommunications and security upgrades.  Budget allowing, circulation spaces will be improved. 
  • Building 17 Modernization This 14,850 GSF office building will be modernized for faculty offices, office suites, and the center courtyard will be improved.  The restrooms will be completely renovated.  The modernization will also include mechanical, electrical, telecommunications and security upgrades.  Budget allowing, circulation spaces will be improved. 
  • Building 12 Tenant Improvements The anticipated scope of work in this 22,376 GSF instructional building is as follows:
    • Permanent new home for Fire Science and Administration of Justice classrooms and offices
    • Temporary computer labs and offices for programs displaced out of Building 27 and other miscellaneous spaces on campus
  • Building 34 Tenant Improvements This 10,800 GSF Butler building will house the central chiller plant (to be constructed by others under a separate contract).  The remaining area will be improved for the following programs: 
    • Fire Science apparatus storage
    • Facilities Department storage
The occupancy of these buildings creates a condition wherein the work must be constructed sequentially.  It is paramount that safety and the academic mission be considered when planning for construction.  The campus is active year-round, and access to all of the existing buildings and other areas of the campus must be maintained during all phases of construction.

    • Qualification application package made available to DBEs:  October 29, 2008
    • Qualification Conference:  November 12, 2008
    • Statements of Qualification due:  December 2, 2008
    • Interviews:  week of December 2, 2008
    • Qualified design-build teams announced by mid December 2008
  • Proposal & Contract Phase:
    • Issuance of Request for Proposal:  mid December 2008
    • Proposals due:  mid January 2009
    • Proposal review period:  January 2009
    • Contract award:  February 25, 2009
  • Design and Construction Phase:
    • Building 12 Office swing space preparation:  Completed
    • Building 15 Office Building Modernization
      • Design:  February through August 2009
      • Construction:  April through November 2009
    • Building 17 Office Building Modernization
      • Design:  February through August 2009
      • Construction:  August through December 2009
    • Building 12 Tenant Improvement Design and Construction:  Feb 2009 through April 2010
    • Building 34 Design and Construction:  April 2009 through June 2011
Status:

Building 15: Hazardous materials abatement is complete. Some demolition is complete. The portion of Building 15 that does not require Division of the State Architect (DSA) approval is undergoing renovation. The portion of the building that requires a DSA building permit will be constructed upon receipt of that permit.

Information for CSM staff and faculty: With the delay in obtaining the DSA building permit for Building 15, the construction schedule is now compromised such that employees housed in temporary offices will remain there during the fall semester. It is necessary to activate the Swing Contingency Plan and move Building 17 occupants to the various swing spaces identified in the CSM Buildings 12, 15, 17, & 34 Modernization Project Schedule Report and all College meeting on May 22, 2009.
