Announcement for 2012 SMCCCD Contractor Prequalification
The purpose of this email is to notify and invite contractors and subcontractors to participate in SMCCCD’s 2012 Contractor Prequalification. Previously prequalified contractors will only have to update information which has changed over the course of the year, rather than complete an entirely new application.
In November 2005, the voters of San Mateo County passed a $468 million dollar bond Measure A. With the passage of this bond, the San Mateo County Community College District (hereinafter “District”) continues the Capital Improvement Program that broke ground in 2001. The second phase of the Capital Improvement Program is anticipated to run through 2012. The District has completed over 90% of the construction from Measure A, but will continue to need a number of construction firms for ongoing projects.
NOTICE IS HEREBY GIVEN that the San Mateo County Community College District, acting through its Governing Board, is seeking to prequalify California State licensed contractors who wish to compete for the award of various construction contracts.
Future projects will be located at the District’s three campuses: Cañada College, College of San Mateo, and Skyline College. Only contractors that prequalify through this process will be eligible to bid on District projects for calendar year 2012. Trades contractors who wish to prime with the District are strongly encouraged to participate in this prequalification effort.
Prequalification submittals: To be considered for the District’s 2012 contractor pool, contractors must complete an online application. To access the District Prequalification Application, all Contractors must self-register online at the District’s Facilities website: https://sharepoint.smccd.edu/sites/cpd/ConPreReq/default.aspx.
Note: If you have already been issued a user id and password for the 2012 Prequalification, you do not need to request another.
Prequalification Conference: A non-mandatory prequalification conference is scheduled for Tuesday, November 29, at 2:30 pm.. Interested parties will meet at the District Board Room, 3401 CSM Drive, San Mateo, CA 94402.
Prevailing Wage Requirements: Contractors are informed that they will be subject to and must comply with all of the requirements under the California Labor Code to pay the general prevailing rate of per diem wages, holiday and overtime work to all workers employed by the contractor. Copies of prevailing rates of per diem wages are available from the Department of Industrial Relations, State of California.
Labor Compliance Program: SMCCCD projects may be required to conform to a Labor Compliance Program in accordance with the requirements of the Department of Industrial Relations, State of California.
Application Due Date: Applications must be submitted on or before 2 p.m. December 12, 2011.
Self-Registration Form:
To obtain a User ID/Password, contractors must fill out a “Self Registration” form on the District Facilities’ website at:

Simply fill out the form and click the “Save” button. On November 14, the District will send you an email, which will provide a link to the application and your User ID/Password. After November 14 you may begin updating or completing the application.
Requirements for Prequalification: The District’s evaluation is solely for the purpose of determining which contractors are deemed responsible and qualified. Prequalification of bidders will be reviewed and determined by the District based upon the submitted Prequalification application and any other information available to the District. The District may request a contractor to submit additional information pertinent to the Application. The District reserves the right to investigate other available sources in addition to any documents or information submitted by the Contractor.
The District will evaluate each application and the District will solely determine compliance and whether a bidder is responsive and responsible. Further, the District will determine a contractor’s quality, fitness and capacity to perform projects satisfactorily. The District’s decision on Prequalification will be based on the evaluation of several factors including, but not limited to the following:
If a contractor does not meet the District’s criteria, it may not be qualified. A contractor may not be qualified for any one of the following reasons:
The District commits to a review and hearing if a contractor questions the validity of the District’s decision.

Prequalified Project Budget Amount: The District will determine the value of the District projects that a contractor can bid on based on the bidder’s bonding capability.
Contract Requirements: Contractors are advised that the contractor qualified and selected for a specific project as the lowest responsible prequalified bidder shall be subject to and must fully comply with all of the requirements of the bidding documents including, but not limited to the District’s standard form of construction contract, the provision of a Payment Bond and a Performance Bond. The bonds shall be in the form of surety bonds issued by a corporation licensed in the State of California and satisfactory to both the District and its agents. Sureties must be California State registered Class “A” Securities. In accordance with provisions of Public Contract Code Section 22300, substitution of eligible and equivalent securities for any monies withheld to ensure performance under this contract will be permitted at the request and expense of the Contractor.
Final Determination: Contractors will be advised of their prequalification status in January 2012. If a contractor disagrees with the determination regarding their prequalification status, a written request for a hearing is required within 7 days from the receipt of the notice. Written requests should be submitted to Jan Roecks, Director of General Services, roecksj@smccd.edu.
Confidentiality: The District will maintain the confidentiality of these records to the extent permitted by law. Per Public Contracts Code § 20651.5 responses to the Prequalification application and any financial information submitted for Prequalification evaluation are not public records and are, therefore, not open to public inspection or subject to disclosure.
Application Due Date: Applications must be completed and submitted on or before 2 p.m. December 12, 2011.
