Meeting was called to order at 1:15
Minutes and agenda were approved with changes
SMOKING POLICY - Shari Snitovsky
Shari Snitovsky toured the campus, looking at several permitted smoking areas, and found several sites which were in violation of the 20 feet law. After a discussion regarding the smoking policy, a motion was made and approved on two suggestions: 1) Go with designated smoking areas but initiate an educational campaign to inform students of the dangers of smoking and enforce the smoking policy, and 2) Facilitate a dialog and move toward a smoke free campus with designated smoking areas. The initiation of the dialog includes a campus forum in the spring.
DEGREE AUDIT - Nick Kapp
There were 38 recommendations made by the Degree Audit Committee as to the degree audit policy. All recommendations were accepted. Recommendation #38 involves the implementation of Banner. The newer version of Banner can show course equivalency a lot more efficiently than the old version.
IPC - Nick Kapp
The IPC had its first meeting and went over the new Planning Model. The Planning Model articulates Skylines vision, mission, values, goals and strategies, including our objectives and how to meet the objectives.
The IPC website should be up and running underneath Kathy Hassans research department information.
COMMITTEE WORK - Carla Campillo
The problem of committee work overload stems from the fact that Skyline does not have enough employees to cover all committees comfortably. For this reason, employees are spread out too thin. The deans at College Council have made a master list of who is on what committee. That being said, there will be more committee work with the upcoming accreditation.
FTEF ALLOCATION PRIORITIES - Carla Campillo
The PTEF Allocation Committee recommended and ranked 16 positions for new hires. The FTEF allocation priorities were approved.
COLLEGE COUNCIL - Carla Campillo and Ray Hernandez
The following subjects were covered in the College Council meetings: 1) the name and charge of the EEOAC has been changed to the Stewardship for Equity, Equal Employment and Diversity Advisory Committee (SEEED). 2) The Art Committee will include outside recommendations in selecting campus artwork. 3) The smoking policy was discussed. 4) Emergency preparedness drills were held last week. Our preparation is better than it was before, but still needs work. 5) Enrollment strategies. 5) Fresh Look Project and 6) The Skyline Shines Award will be created and given to an employee that has performed remarkable service to Skyline.
COLLEGE BUDGET COMMITTEE - Carla Campillo
We need to take a look at the Resource Allocation Model. The AS will call back Kathy Blackman and ask her to do another presentation of the Resource Allocation Model, using more current figures.
Next meeting of the College Budget Committee will be Nov. 10. At that time, the CBC will stabilize the budget and develop a tentative budget for 2006-2007. Then in February, the CBC will allocate discretionary resources.
ACCREDITATION - Ray Hernandez
We have our steering committee and are now soliciting members of writing teams.
TREASURERS REPORT - Fermin Irigoyen
As of Friday, October 28, our account balance is $1,540.
CURRICULUM COMMITTEE - Arthur Takayama
The Program Review presentations went well.
The Curriculum Committee had a program review subcommittee meeting. They looked at different models of process and got some good ideas. There will be some recommendations coming soon.
Last meeting will be November 30.
RESEARCH/ SLOAC PROPOSAL
Nothing has changed since the last meeting.
PROFESSIONAL PERSONNEL - Shari Snitovsky
There is money available for both the Trustee grants and the PFE grants.
MATRICULATION - Jennifer Hughes, Dean of Counseling
There are some matriculation components that do not have adequate representation. It was proposed that one Ed Policy meeting be set aside as a Matriculation Advisory Committee meeting. Also proposed was that the Matriculation Advisory Committee be expanded to include more members. A motion was made and approved to move the matriculation committee into the Ed Policy Committee.
ORIENTATION PLANS - Jacqui Escobar and John Ho
Jacqui Escobar and John Ho met to discuss better ways to disseminate college information to students more effectively. One recommendation is to clarify the website, and provide more information on college materials, including a clearer description of classes. Another recommendation was to shift the emphasis of student orientation from the online orientation to an in-person orientation. It was felt that unless the student is accustomed to college, in-person orientations serve the new student more effectively.
ED POLICY - Garrett Nicol
Motion was approved to provide at least one question on academic integrity to the student questionnaire. The questionnaire will be used as data for the accreditation report.
SEEED - Jacqui Escobar
SEEED had their first meeting. Members identified what SEEED meant by "stewardship" and they plan to create a survey on campus climate, implement diversity training, and manage an overview of all equity and diversity events.
AFT - Rick Hough
The Day at the Races mixture was successful.
The AFT had Election Night at the Labor Council and attended tables on campus with information on voter registration and election information.
Today is the last day to vote on dues restructuring.
Negotiations have officially started.
ANNOUNCEMENTS
Nick Kapp and Carla Campillo will be attending the State Plenary on Monday November 7.
The Topping off Ceremony will be Monday, November 7, 2005 at 11:30 a.m.
Gerald Peel is retiring. There will be a temporary classified employee taking his place. The position will be opening up to a permanent classified position.
Please get Kicks tickets for your classes. Shows are November 9 at 2:00 and 7:00, and November 10 at 1:00.
Attend the Marti Gras Festival to raise money for Hurricane Katrina relief on November 2, from 11:00-2:00 and 5:00-7:00 in front of Building 2.
Christine Roumbanis reported that she is working on an online peer evaluation and coming up with two models.
Fermin Irigoyen announced that his film Brothers won an honorable mention at the 2005 Accolade Film Festival.
The Grove of Trees won the San Mateo County Beautification Award.
The Latin American Students Organization (LASO) is having a Day of the Dead food sale on November 9.
Transfer Day is November 4 from 10:00-1:00 in the cafeteria.
The Holiday Job Fair will be held Wednesday November 16 from 9:30-1:00.
