ACADEMIC SENATE
JANUARY 27, 2006

The meeting was called to order at 1:20.

The minutes of 11/18/05 were approved.

Minutes of 12/9/05 were approved with corrections.

WILLIAM WATSON - Center for Workforce Development.

William Watson reported on the success of the Center of Workforce Development programs, specifically the Skyline College Gateway Program. The program offers classes in English, math and career planning to students already in the work force or who want to enhance their career options. The classes are part of a learning community and are designed to prepare students for success in college and in careers. As well, Gateway also buys books for those students of limited means. The program has a 97% completion rate and places 80% of their graduates in highly respected businesses such as Genentech. For more information, go to: www.skylinecollege.edu/workforce.

FTE GROWTH PLAN- Regina Stanback Stroud and Maria Norris.

A proposal has been set in motion to increase student contact hours by 10 minutes per class for Tuesday and Thursday classes only. The reason for the change is to increase our apportionment funds by bumping up our FTES. Motion was approved to adopt the FTE Growth Plan with 17 ayes and one abstention.

FRESH LOOK PROJECT - Jeff Acidera and Sandy Irber

The Fresh Look project is working with a student advisory group and the marketing firm Mission Minded to improve the look of our campus and our marketing materials, and provide consistency in design. The goal is to communicate Skyline’s quality education to the public. At the moment, the Fresh Look Project is in the process of choosing a tagline and designing a new logo for the school.

ACCREDITATION - Donna Bestock and Ray Hernandez

Members of the Accreditation Self Study Writing Teams of 2007 have been identified and nominated. Members were chosen according to area of expertise, gender and cultural diversity, and department distribution. A motion was passed to approve the writing team list.

PRESIDENT’S REPORT - Carla Campillo

The Art on Campus project will be forming a committee to choose art for our campus.

Starting Tuesday, January 31, parking restrictions will apply.

The Smoking Policy has been implemented. A motion was passed to approve an American Lung Association letter which will be distributed to faculty. The letter requests permission for a representative to give short classroom presentations on the dangers of smoking.

Fermin Irigoyen will be the moderator of the Smoking Forum.

Dr. Victoria Morrow is sponsoring the Skyline Shines Award. One award will be for a Skyline employee and the other will be for a community member. The winners will be decided by the President’s Executive Council and announced Opening Day. Nominations are currently being solicited.

The Skyline College Educational Planning Project was distributed. The project will provide Skyline with information regarding strategic and operational planning. We will use some of the bond money to pay consultants. As the district is in the process of forming a Master Plan, we need to decide what type of facilities we want.

The College Budget Committee found that the college budget looks good and Skyline will be hiring three positions for the fall. The CBC received the budget update from state and a midyear review of unrestricted funds.

PROFESSIONAL PERSONNEL - Shari Bookstaff

New PFE grants and trustees grant applications for this semester will be out soon.

TREASURER - Fermin Irigoyen

The balance as of 12/31/05 was $1,862.40.

Since the Meyer Excellence in Teaching Fund is an endowed account (as only the interest can be spent) and there is a 2% annual administrative fee on the $50,000 endowment, the fund usually must be augmented each year. Currently there is $340 in the fund. For a $1,000 award this year, an additional $660 would need to be raised.  Some money comes from renewal letters from former donors. By mid-March, the Foundation will have a better idea of the endowment’s status.

CURRICULUM COMMITTEE - Christine Roumbanis

The Curriculum Committee will be meeting on Wednesday, February 1.

The Curriculum website is updated with the current approved course outline form and course guidelines. All new or revised course outlines should include the Schedule of Classes course description and a Catalog description.

RESEARCH - Jonathan Freedman

The Research Committee will be meeting on Tuesday, January 31. We will be changing the charter from a more global structure to a focus more related to teaching and learning. First agenda item is how to redefine the function of the Research Committee. The Research Committee needs a representative on the IPC. The Academic Senate supports IPC bylaws and charge and encourages the addition of the Research Committee to the IPC.

ED POLICY - Garrett Nicol

The Ed Policy Committee hasn’t met yet but the next meeting will be the where Ed Policy members participate in their first meeting as part of the expanded Matriculation Advisory Committee.

ASSC - Peter Monrroy

"Speak Out on Racism" forum will be held on Wednesday, February 1, from 1:30-3 PM in the Gallery Theatre.

AFT - Rick Hough

The District’s counterproposal to the AFT contained no offers.

DISTRICT ACADEMIC SENATE GOVERNING COUNCIL - Nick Kapp

The Governing council approved hiring a vice chancellor of education.

The Council will be working with AFT in regards to the issue of class size.

Ron Galatolo would like to survey faculty in regards to the success of faculty housing.

ANNOUNCEMENTS

Carla will be at a conference of the Campus Change Network and related events in February.

The nomination of Katharine Harer as a member of the interim hiring committee nominee for the chair of Language Arts was approved.

Zoodi Zamani got an award for excellence in math instruction.

Dean of Language Arts Anita Martinez will be going to College of Marin. She will be missed and we wish her luck.

Campus Change Network will be meeting in February.

Museum of Tolerance date will be set as will a list of nominees that wish to attend.

As part of the MOT film festival, the film Tangled Roots with filmmaker Heidi Schmidt Emberling will be shown on Monday, February 6th, noon to 2-ish.  Mixed Feelings with filmmaker Mikko Jokela will be shown on Thursday, February 9th, 12:30 - 2:30-ish.
