Meeting MINUTES

Review of the Charge of the Committee
Vicki Morrow lead the discussion as to what issues need to be addressed by the EEOAC, what has gone on in the past and what opportunities there are that should be discussed in the future. She also noted that the title of the committee focuses only on employment. She questioned whether we want to maintain that focus on employment or do we want to address broader diversity issues. Formerly, the committee was known as the Affirmative Action Committee and the group examined employment practices, job descriptions, and hiring committees. With the passage of Prop 209, the title was changed to EEOAC. The title retained the employment component to honor issues addressed by the Affirmative Action Committee. Amory noted that one of the tasks of the EEOAC was to review job descriptions to ensure that the information given by local hiring committees matched the district guidelines and description of the position. The committee also ensured that a diverse pool of people were chosen to interview job candidates and that those people selected for hiring committees were the appropriate people to interview for the position being filled. Once the District EEOAC was developed, staff training and tolerance issues were incorporated into it. The District EEOAC is reorganizing and a mission statement is being drafted. They are keeping regular meeting minutes, advising the chancellor, and participating in hiring committees. The District EEOAC oversees MOT training. In addressing hiring procedures, Amory mentioned that the Skyline College EEOAC only reviews and signs off on the procedures as Cody is in place to actually advise and train the hiring committees.
Current Faculty Selection Procedures, May 2004
The current selection procedures were presented and a question was raised as to whether the EEOAC appoints an Equal Employment Opportunity (EEO) rep. Donna noted that Cody Pelletier advises the committee on rules and provides orientation. Amory added that there used to be a district EEO training. Now there are not enough trained people, but the training will not be held again, although page 18 in the Faculty Selection Procedures manual states that the district training is still in effect. Harry Joel does have a training film called "Meet on Common Ground." It is not specific about hiring but focuses more on diversity in the workplace. Vicki Morrow will follow up with Harry to see if EEO training can be resumed.
Future of the Committee
Vicki Morrows evaluation is that there is a large amount of activity coming up that is related to diversity including: MOT, student body diversity, faculty hires, and the student equity plan. Vicki thinks the title of the committee should be changed to knit together these areas and not have such a narrow focus as employment only. She would like to see some of the creative initiatives at Skyline continue to flourish and she would like to see them supported. The committee should discuss whether the EEOAC (in an expanded way) could help pull everything together, institutionalize the initiatives, and distribute the workload. She would like to address this thought at the March College Council to see if the council thinks it makes sense. If so, Vicki will advise the EEOAC and take the lead in drafting a new "charge" of the group. We will either reconvene as the committee we are today or expand into something broader.
Student Activities Report
Amory mentioned that she does not have enough resources to ensure that student programs are successful. It is hard for the students to take the lead. She would like to build in support in order to have continuity from year to year for programs.
District EEOAC Minutes Presented
Donna presented the district minutes and the committee noted that the district is headed in the same direction as to evaluating the title and charge of the committee. The Skyline EEOAC will closely monitor the districts progress in this matter.
