ED POLICY MEETING MINUTES

  1. Read and approve minutes:

Addressed changes to December 2005 minutes.  Minutes approved as amended.

  1. Report from Academic Senate: (Spotlight on Math/English graduation requirements upgrade).
    1. Garry checked with Ian Walton (President of State Academic Senate) on timeline. 
    2. Board of GovernorsÕ changes to Title 5. StateÕs ChancellorÕs Office interprets Title 5.  Requires approval from Board of Governors but not legislature.  Reaches Board of Governors by July for review.  There is a public comment period.  Department of Finance reviews. Connie Beringer suggests passing message along to all divisions (i.e. SMT, PE, Auto, Language Arts) for mitigation so when State CC Board of Governors approves the change, Skyline is ready to go with new graduation requirements. 
    3. New requirements may involve curriculum committee if changes to program are presented.  Concern about whether this changes # or units required for graduation (e.g. 1 step below ENGL 1A = AA credit, 2 steps below ENGL 1A = no credit towards graduation).
    4. CM suggests that this be done as a district-wide process, involving all three campuses and gain input from other college departments regarding equivalency course ideas.  
    5. GN suggests vote at next meeting.
  2. Report on degree Audit Steering Committee Recommendations: Sherri

will report from upcoming meeting by next Ed Policy session.

4. Progress report on academic accommodations appeals for students with disabilities form: Lynne.  

In order to augment current district policy, Lynne suggested the following areas of change that would increase the flexibility of the timeline and clarify the student right 
á  to appeal failure to implement requested accommodation(s)
á  to receive notification of rights as stated in Level II
 
 Suggested Word Changes to district policy document, Policies and Procedures for Providing Academic Adjustments for Students with Disabilities - Level I, as reference for suggested changes: )
1)  #4 expand wording to allow both instructor AND student to appeal failure to implement requested accommodation(s.)  
2)   #8 added Ò..However in the event of compelling reason, the 504 Coordinator may make any necessary determinations to extend the time periodÉÓ
3)   #9 include parallel wording found on Level II, but missing on Level I: ÒParties who wish to appeal the final decision may pursue the Section 504/ADA Complaint Policy or, ultimately, file a complaint with the Office of Civil Rights.

Lynne also presented a draft academic accommodation form to better implement current policy and better reflect the forms from sister colleges and SkylineÕs own student appeals form.  Highlights of this new form include: 1) a definition of the process for formal/informal for a student to review and choose which process to initiate, 2) a place to document the  date when a student or instructor contacts the DSPS office, and  3) use of a pdf format that does not limit space for appeals comments.
 
Acton:  All AGREED in favor of making recommending wording changes to district Policies and Procedures for Providing Academic Adjustments for Students with Disabilities document.

b,  SH to forward recommendations to Pat Griffin at CSM, Phyllis Woods.  LD will create cover letter, then to Board for approval.  GN to bring recommendations to Academic Senate.

  2.   Report: Update to catalog to match online: GN

GN submitted changes to catalog. Online still doesnÕt match catalog.  SH informed paper catalog revised approximately once a year.

  1. Clarify additional goals:  Academic Adjustment as new goal.  This is the LD policy discussed above
