First Five San Mateo County Commission
First 5 San Mateo County    

The First 5 San Mateo County Commission was established in March 1999.  It is led by Commissioners who are appointed by the County of San Mateo Board of Supervisors.  First 5 San Mateo County is governed by nine-member commission that includes public officials and community leaders from the fields of early childhood education, health care, and family support. Since its inception, First 5 San Mateo County has invested more than $68 million in local programs and has served over 26,000 children prenatal through age five and 14,000 parent and primary caregivers.

As one of First 5 San Mateo County’s first grantees, the ECE Departments at Skyline and Cañada Colleges has received over one million dollars in program assistance which has supported the textbook loan program, classroom-based student support, a extensive needs assessment, and an ECE program coordinator. The textbook loan program has provided subsidized textbooks to all ECE students for over five years.

Child Development Training Consortium

The ECE/Child Development Department at Skyline College is part of the statewide Child Development Training Consortium. The Consortium provides cost-effective training to eligible personnel employed by child development programs to assist them in meeting the requirements of the Child Development Permit means that our college receives funds to reimburse eligible students for costs associated with enrollment fees.

The state program also provides financial assistance in obtaining Child Development permits. To contact the state office about this and other Consortium activities call (209) 572-6080.
Who is eligible?
Employees of Child Development programs and Family Child Care providers are eligible to participate in the training offered by our campus. However, priorities are as follows:

      1. Employees working in child care programs receiving state or federal funds directly through contract with CDE/CDD.
      2. Employees working in child care programs not receiving state or federal funds directly through a contract with CDE/CDD.
      3. Family Child Care Providers


In order to participate in the Consortium students must fill out a Participant Profile; these Profiles are distributed by faculty, in class, near the beginning of each semester.

San Mateo Comprehensive Approaches to Raising Educational Standards [SaMCARES]

SaMCARES is a cash stipend incentive program designed to increase the quality and availability of child care by encouraging early childhood education professionals in San Mateo County to further their education and  receive professional training, while staying in the field to promote continuity of care. It is a program of 4Cs of San Mateo County and is funded by FIRST 5 San Mateo and the CA State Department of Education-Child Development Division.  Qualified participants attend orientations in September, make a professional growth plan based on their step eligibility, and receive a stipend based on successful achievement of requirement by June
