Commemoration of building’s structural completion
A “Topping Out” ceremony for the Regional Public Safety Center at College of San Mateo this Friday
San Mateo, CA; September 7, 2005—The Walter H. Moore Regional Public Safety Center (RPSC) will be “topped out" at a ceremony on September 9 at College of San Mateo. “Topping out” is an ancient tradition in construction with European roots, but today it’s mostly ceremonial and involves project participants signing their names to a structure’s final beam with messages for posterity. Open to the public, the event will begin at 10 am at the Building 35 site, with free parking in Lot 18.
On Friday, CSM faculty and administrators, San Mateo County Community College District officials, law enforcement personnel from San Mateo County, construction managers and others key to the construction of the RPSC will sign the building's final beam and, along with spectators, witness the last piece of structural steel framework being hoisted into place by crane.
Sometime next year, it's expected that cadets will be training in the new 9,244 square-foot structure up-to-date RPSC shared by CSM, local law enforcement agencies and the South Bay Regional Public Safety Training Consortium. The joint-use facility, including a police academy, will provide classrooms for students as well as training facilities for San Mateo County law enforcement agencies.
The RPSC is the result of collaboration between CSM, the District, the San Mateo County Sheriff's Office, 19 local law enforcement agencies and the South Bay Regional Public Safety Training Consortium. Earlier this year, the District’s Board of Trustees named the building after the late Walter H. Moore in recognition of his lifetime commitment to law enforcement and in recognition of a $1 million gift toward construction of the RPSC from the Betty and Gordon Moore Foundation. Walter Moore is the father of Gordon Moore, co-founder and current Chairman Emeritus of Intel Corporation.

In November 2001 San Mateo County voters passed Measure C, a $207 million bond measure for community college facility improvement. CSM is receiving a percentage of that amount. Those dollars, along with funding from redevelopment agencies, the state and donations, are being applied to several projects. Some have already been completed, such as upgrades to CSM’s infrastructure (water, sewer, power and data); improvements to the College’s child development center and Choral Room; abatement of hazardous materials; upgrades to parking lots and sidewalks; and, paid for by redevelopment agencies, installation of new football and baseball fields. Other projects are under construction, including CSM’s new Science Building, planetarium and observatory, which will be completed early next year. Other projects underway include seismic upgrading and modernization of campus buildings 1, 5, 6 and 18.
