NOTICE IS HEREBY GIVEN that the San Mateo County Community College District (“District”) of San Mateo, California, acting through its Governing Board, hereinafter referred to as the District, will accept sealed bids for the award of the contract for the following public work:

REGIONAL PUBLIC SAFETY CENTER

COLLEGE OF SAN MATEO

Each bid must conform to and be responsive to the contract documents and be submitted on a form furnished by the District.  Bids can only be submitted by those B licensed contractors who have been pre-qualified for Projects up to $5 Million in value as reflected on the District’s website: http://www.smccd.net/accounts/facilities/planconstruct/20041111_DW04-05PQList_01.xls, and also listed here:

Description of the work.   The Work generally consists of the construction of a new Police Training Facility.  The building interior is divided into: a central office area, two classrooms, and a self defense training mat room.  The Base scope of work includes the construction of a new single story 8,000 SF tilt up concrete building with an asphalt parking lot and parade training grounds.  A bid alternate for this project is the construction of an additional classroom.  The Base project shall provide a public fire truck access road to the site, installation of an automatic building fire sprinkler system, an electrical transformer for the building, and a fire alarm system which ties into the existing campus system.  The building superstructure will be a slab on grade tilt up concrete building with a steel roof and some exterior stucco details.  Construction documents contain the full description of the work.

THIS IS A LABOR AGREEMENT PROJECT

Labor Compliance: This is a construction project in accordance with Section 1771.5 of the California Labor Code.

Prevailing Wage: The successful bidder shall be required to pay its workers on this project a sum not less than the general prevailing wage rate of per diem wages and not less than the general prevailing rate for holiday and overtime work for work of a similar character in the locality in which the project is performed as provided under California Labor Code section 1770 et seg. The District has determined the prevailing rate of per diem wages and the general prevailing rate for holidays and overtime work in the locality in which this project is to be performed for each craft, classification or type of work needed to execute the work.

Contractor shall be required to post, at each job site, a copy of such prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations.

SUBSTITUTION OF SECURITIES.  District will permit successful Bidder to substitute securities for retention monies withheld to ensure performance of Contract, as set forth in Document 00680 (Escrow Agreement for Security Deposits in Lieu of Retention), in accordance with California Public Contract Code, Section 22300.  By this reference, Document 00680 (Escrow Agreement for Security Deposits in Lieu of Retention) is incorporated in full in this Document 00100.

RESTRICTIONS ON SUBSTITUTIONS AND SOLE SOURCE ITEMS.  As a limitation on Bidder's privilege to substitute “or equal” items, District has found that certain items are designated as District standards and certain items are designated to match existing items in use on a particular public improvement either completed or in the course of completion or are available from one source.  As to such items, District will not permit substitution.  Such items are described in the Bidding Documents.

Procurement of bidding documents: The District will not be a distribution point for plans. Each pre-qualified contractor may obtain bid documents for $195 per set from Barker Blue.  Each pre-qualified contractor may obtain bid documents upon payment of a non-refundable fee to Barker Blue Digital Imaging starting January 11, 2005 by calling 650-696-2100 or through their internet website at www.barkerblue.com.  Request “Regional Public Safety Center, College of San Mateo, Building 35” documents for printing.
